Biography
I am an environmental lawyer and historian, who draws upon archival research to illuminate contemporary theoretical issues in environmental law, administrative law, and property (among other fields).
In The Smog Conspiracy, I draw upon original archival research to analyze a little-remembered convergence of environmental law and antitrust. I show that efforts to target corporate power as a root cause of environmental harm achieved doctrinal failure but political success, by shaping the motor-vehicle emission provisions of the Clean Air Amendments of 1970. These mixed results, I argue, offer lessons—some encouraging, some cautionary—for contemporary climate-change litigation.
I am also working on a book manuscript, entitled Making Law Environmental: Legal Thought and the Ecological Crisis in Postwar America. There, I trace how lawyers in the 1960s and ’70s drew upon legal domains from antitrust to labor law to constitutional law to reckon with a new concept: “the environment.”
In other writing, I have laid the historiographical foundations for The Smog Conspiracy and Making Law Environmental. I have also developed a vision of regulatory review responsive to insights from democratic theory and from historical institutionalism. My work has been published in the Michigan Law Review and the American Journal of Law and Equality.
I have served as a law clerk for Judge Jenny Rivera on the New York Court of Appeals and Judge John M. Walker, Jr. on the U.S. Court of Appeals for the Second Circuit. I hold a J.D. from Yale Law School and a Ph.D. in Politics from Princeton University.
As of September 2025, I am a legal fellow at the Institute for Policy Integrity at NYU School of Law.
